 As part of decentralization reforms, the Government of Kenya have devolved revenue and expenditure   responsibilities   to County   Government   Authorities   (CGAs).  CGAs therefore, face the challenge of mobilizing appropriate level of revenue to enable effective service and infrastructure provision. To ensure effective execution of these statutory functions, the County Government Authorities (CGAs) all over the Country need to improve their Internal county Revenue collection. 

This article examines how Mobitill mobile Point of Sale technology can enhance revenue mobilization   and describes    comprehensively    the   functionalities    of   a   county revenue collection   application. The paper clearly shows that an integrated Database technology tool used by Mobitill mobile Point of Sale is capable of providing a more efficient collection, tracking and management of County Government revenue and other municipal fees. The development of the revenue system is implemented by the use of the system development life cycle. 

The system provides realistic information on the revenue potential of an assembly and automates the  county revenue collection processes.It has the ability to integrate and analyze a wide variety of information based on theirs patial locations.It also supports a full range of business process on revenue mobilization ranging from,billing,license applications and renewals,permits payments etc. and the tracking of the same.The menu text based developed is user friendly hence making Mobitill mobile Point of Sale  easy to operate.
